As an architect, developer, and activist interested in energy efficiency and Passive House, Tim McDonald has effectively incorporated building energy efficiency into affordable housing. New low-income housing is financed using tax credits, which are awarded according to a point system. McDonald was able to insert energy efficiency credits into the system, ultimately requiring the Passive House standard to be part of new affordable housing in Pennsylvania. McDonald has continued to roll out such efforts in an increasing number of states, including New York.
In addition to McDonald’s efforts, this program will highlight Greg Hale’s work for the New York Governor’s Office of Energy and Finance. New York State is launching an initiative to create a large private sector-driven deep energy retrofit market for existing multifamily buildings, starting with the affordable housing sector. The initiative, modeled after a successful Dutch program ‘Energiesprong’, rejects the incremental approach to improving building energy performance and instead advances a process that motivates the building industry to develop deep retrofit solutions that will transform existing housing stock into next generation buildings.

Greg Hale is Senior Advisor to the Chairman of Energy & Finance, Office of the Governor, State of New York, where he is working on the New York State Green Bank and various other clean energy finance and economic development initiatives, including Reforming the Energy Vision (REV). Prior to that role, he was instrumental in forming the NY Green Bank. He is the former Director of Efficiency Finance at NRDC’s Center for Market Innovation, where he focused on developing the market for energy efficiency building retrofits. Prior to these roles, he was in legal practice with a focus on real estate.
Timothy McDonald is a Registered Architect in Pennsylvania and New Jersey, LEED AP, Certified Passive House Consultant and Tradesman (CPHC), Associate Professor of Architecture at Temple University and President of Onion Flats LLC, an award-winning development/design/build collective centered in Philadelphia. Through his research and practice, McDonald has developed, designed, and built some of the first LEED Gold and Platinum projects in the country and the First Certified Passive House, Net-Zero-Energy-Capable project in Pennsylvania.
